The Hexham Wind Farm (the project) is a proposed renewable energy project located between Hexham, Caramut and Ellerslie in the Moyne Shire in south-west Victoria.

The project would incorporate up to 106 wind turbines with a total height of up to 260 metres from ground to blade tip, an on-site terminal station, battery energy storage system (BESS) and other associated infrastructure. An Environment Effects Statement (EES) has been prepared in accordance with the Ministerial guidelines for the assessment of environmental effects under the Environment Effects Act 1978 (Vic) and scoping requirements issued by the Minister for Planning for the project. A planning permit application has also been prepared, in accordance with the Planning and Environment Act 1987 (Vic).

EES public exhibition phase is now closed

The EES was on formal exhibition from Tuesday 27 January to Wednesday 11 March 2026. Submissions to the EES are now closed, however EES documentation remains available to view.

The Planning Permit Application (PPA) notice period remains open and submissions received prior to the Directions Hearing on 31 March 2026 will be reviewed by the Inquiry and Advisory Committee.

Any person who may be affected by the granting of the permit may object or make a submission to the PPA. Submissions must include the reasons for the objection or submission and state how you would be affected. Any person who makes an objection or submission on the PPA will be contacted by Planning Panels Victoria (PPV) and offered the opportunity to be heard at the public hearing. Inquiry and Advisory Committee public hearing

The Minister for Planning has appointed an independent Inquiry and Advisory Committee (IAC) to advise on the environmental effects and planning merits of the proposed Hexham Wind Farm Project.

The IAC will hold a Directions Hearing on 31 March 2026 to discuss and make arrangements for a public hearing. The public hearing is scheduled to commence during the week beginning 27 April 2026 and is expected to run for three to four weeks.

If you made a formal submission on the EES or PPA and indicated you would like to participate in the hearing, the IAC will be in touch with you shortly to discuss the public hearing process. Further information on the hearing process and timetable will be published as it becomes available at engage.vic.gov.au/Hexham-IAC.

Following the public hearing process, the IAC will review the EES documentation, consider public presentations and review all written submissions made on the EES and planning application before providing a report to the Minister for Planning.

It is expected that the Minister for Planning will make a determination on the project (a decision on whether to approve or reject the application) in quarter three, 2026.
